Most people that have high blood pressure are overweight to begin with; therefore physical activity is the most important thing they can do for themselves. Walking is one of the most effective ways to get your heart to a healthy rate and it is low impact. Make sure you have the correct shoes to keep your feet and legs from hurting later, which will keep you from doing it on a regular basis.
