Locating the pads in a certain location and teaching your dog that this is an acceptable area to use the bathroom will get your puppy in a routine. It's important to put the pads in the same spot over and over again to establish the routine, however. Learn to scold and punish your puppy for making these messes so he associates having good things taken away from him for going to the bathroom where he isn't supposed to. Some tough love is necessary, but your dog will eventually learn not to make the whole house his own personal bathroom.
